Music which has been released with a Creative Commons license is still copyrighted by the author (except for CC-0/public domain), but they've proactively granted permission for you to re-use their tracks in certain conditions, usually giving credit to them. Note that this is different from "royalty-free," content for which you might still have to buy initially...you just won't pay royalties for your re-use.
